(a)caiff y Cynulliad Cenedlaethol ei gwneud yn ofynnol i unrhyw berson sydd â diddordeb yn y tir perthnasol i ddarparu unrhyw wybodaeth y mae'n credu'n rhesymol fod angen amdani;

(b)rhaid i'r Cynulliad Cenedlaethol ymgynghori â Chyngor Cefn Gwlad Cymru a chymryd i ystyriaeth unrhyw sylwadau a wnaed ganddynt o fewn unrhyw amser rhesymol y mae'n ei bennu; ac

(c)caiff y Cynulliad Cenedlaethol , os yw o'r farn bod hynny'n briodol, ymgynghori ag aelodau o'r cyhoedd.
