Adolygiad o benderfyniadau a chaniatadau

14.—(1) Mae Atodlen 3 yn gymwys—

(a)i unrhyw benderfyniad nad yw prosiect yn brosiect perthnasol a wnaed yn unol â rheoliad 5(4); a

(b)i unrhyw ganiatâd sy'n cael ei roi yn unol â rheoliad 13(1).

os, ar ôl dyddiad y penderfyniad neu roi caniatâd, y mae safle yn dod yn safle Ewropeaidd ac os ym marn y Cynulliad Cenedlaethol y byddai cyflawni neu gwblhau (o fewn ystyr rheoliad 13(11)(b)) y prosiect yn debygol o effeithio'n sylweddol ar y safle hwnnw ac na fyddai'n uniongyrchol berthnasol neu'n angenrheidiol er mwyn rheoli'r safle.
