Mae Cynulliad Cenedlaethol Cymru, gan ei fod wedi'i ddynodi(1) at ddibenion adran 2(2) o Ddeddf y Cymunedau Ewropeaidd 1972(2) mewn perthynas â mesurau sy'n ymwneud â'r gofyniad i asesu'r effaith ar yr amgylchedd gan brosiectau sy'n debygol o effeithio'n sylweddol ar yr amgylchedd ac ar gadwraeth cynefinoedd naturiol a ffawna a fflora gwyllt drwy arfer y pwerau a roddwyd iddo gan yr adran 2(2) a enwyd, drwy hyn yn gwneud y Rheoliadau canlynol:

O.S. 2001/2555 (mewn perthynas â mesurau sy'n ymwneud â'r gofyniad am asesiad o'r effaith ar yr amgylchedd gan brosiectau sy'n debyg o gael effeithiau sylweddol ar yr amgylchedd) ac O.S. 2000/248 (mewn perthynas â mesurau sy'n ymwneud â chadwraeth cynefinoedd naturiol a ffawna a fflora gwyllt).
