Mae Rheoliadau Awdurdodau Lleol (Cyllid Cyfalaf) (Buddsoddiadau Wedi'u Cymeradwyo) 1990 yn cynnwys rhestr o'r buddsoddiadau a gymeradwyir at ddibenion Rhan IV o Ddeddf Llywodraeth Leol a Thai 1989.
Mae'r Rheoliadau hyn yn diwygio Rheoliadau 1990 drwy ymestyn y rhestr o fuddsoddiadau a gymeradwywyd fel ei bod yn cynnwys gwarantau a roddir gan gorff y cyfeirir ato yn Rhan I o'r Atodlen i Reoliadau 1990 sydd wedi cael eu derbyn i'r rhestr swyddogol a gedwir gan yr awdurdodau cymwys yn Aelod-wladwriaethau eraill yr Ardal Economaidd Ewrop.
Yn ogystal, mae'r Rheoliadau hyn yn dileu'r gwahaniaeth mewn perthynas â buddsoddiadau tymor-byr rhwng yr awdurdodau hynny y mae ganddynt dyledion tymor-hwy a'r rhai nad oes ganddynt ddyledion felly.
