Mae Cynulliad Cenedlaethol Cymru, drwy arfer y pwerau a roddwyd iddo gan adrannau 66(1), 68(1) ac (1A), 69(1), 74A, 75(1), 76(1), 77(4), 78(6), 79(1) a 84 o Ddeddf Amaethyddiaeth 1970(1) ac sydd bellach yn arferadwy ganddo mewn perthynas â Chymru(2), ac ar ôl ymgynghori yn unol ag adran 84(1) o'r Ddeddf honno â'r personau neu'r cyrff hynny y mae'n ymddangos iddo eu bod yn cynrychioli'r buddiannau perthnasol(3), a chan ei fod wedi'i ddynodi(4)) at ddibenion adran 2(2) o Ddeddf y Cymunedau Ewropeaidd 1972(5) mewn perthynas â pholisi amaethydddol cyffredin y Gymuned Ewropeaidd (i'r graddau na ellir gwneud y Rheoliadau hyn o dan y pwerau yn Neddf Amaethyddiaeth 1970 a bennir uchod), yn gwneud y Rheoliadau canlynol:
