Mae Erthygl 16 o Reoliad y Cyngor (CE) Rhif 2037/2000 ar sylweddau sy'n disbyddu'r haen osôn yn ei gwneud yn ofynnol i adennill sylweddau rheoledig sydd wedi'u defnyddio (fel y'u diffiniwyd yn Erthygl 2 o'r Rheoliad) sydd mewn cyfarpar rheweiddiad gwastraff, neu gyfarpar arall.

Mae Rheoliad 12 o Reoliadau Trwyddedu Rheoli Gwastraff 1994 yn darparu bod rhai mathau o offer yn gallu cael eu trin fel offer symudol at ddibenion Rhan II o Ddeddf Diogelu'r Amgylchedd 1990.

Mae'r Rheoliadau hyn yn diwygio rheoliad 12, mewn perthynas â Chymru, drwy ychwanegu math o offer ar gyfer casglu a storio sylwedd rheoledig o eitemau sy'n wastraff. Bydd hyn yn galluogi Asiantaeth yr Amgylchedd i awdurdodi offer symudol ar gyfer adennill sylweddau sy'n disbyddu osôn o gyfarpar rheweiddiad sy'n wastraff, diffoddiaduron tân ac eitemau eraill.
