Dyletswydd i ganiatáu mynediad ac archwiliad

15.—(1) Rhaid i geisydd ganiatáu i berson awdurdodedig, yng nghwmni unrhyw bersonau eraill sy'n gweithredu o dan unrhyw gyfarwyddiadau y mae'n ymddangos i'r person awdurdodedig hwnnw eu bod yn angenrheidiol i'r perwyl hwnnw, fynd ar unrhyw ran o ddaliad y ceisydd ar bob adeg resymol ac ar ôl dangos tystiolaeth ynglŷn â'i awdurdod, os gofynnir iddo wneud hynny, er mwyn—

(a)archwilio unrhyw dir sy'n rhan o uned organig neu unrhyw ddogfen neu gofnod ym meddiant neu o dan reolaeth y ceisydd sy'n ymwneud ag unrhyw ddogfen y cyfeirir ati yn rheoliad 9, neu y gall y person awdurdodedig amau'n rhesymol eu bod yn ymwneud â hi, gyda golwg ar gadarnhau cywirdeb unrhyw fanylion a roddir ynddi, neu mewn perthynas â hi; neu

(b)darganfod a yw'r ceisydd wedi cydymffurfio'n briodol ag unrhyw ymrwymiad a roddwyd neu (yn rhinwedd rheoliad 13) sydd i'w drin fel ymrwymiad a roddwyd gan y ceisydd o dan y Rheoliadau hyn.

(2) Rhaid i geisydd roi pob cymorth rhesymol i berson awdurdodedig mewn perthynas â'r materion a grybwyllir ym mharagraff (1) uchod ac yn benodol rhaid iddo—

(a)dangos unrhyw ddogfen neu gofnod y mae angen i'r person awdurdodedig ei archwilio; a

(b)cyd-fynd â'r person awdurdodedig, os gofynnir iddo wneud hynny, wrth wneud archwiliad o unrhyw dir a nodi unrhyw ddarn o dir y mae unrhyw gais neu unrhyw ymrwymiad yn ymwneud ag ef.

(3) Bydd paragraffau (1) a (2) uchod yn gymwys mewn perthynas â buddiolwr fel y maent yn gymwys mewn perthynas â cheisydd.

(4) Ac eithrio i'r graddau y mae'n rhesymol ofynnol at ddibenion archwilio dogfen neu gofnod a grybwyllir ym mharagraff (1)(a), ni fydd paragraff (1) yn gymwys i unrhyw ran o'r daliad sy'n cynnwys annedd breifat.
