Drwy arfer y pwerau a roddwyd gan adrannau 16(1) ac (1A)(e) o Ddeddf Hadau ac Isrywogaethau Planhigion 1964(1) ac a freiniwyd bellach yng Nghynulliad Cenedlaethol Cymru (“y Cynulliad Cenedlaethol”)(2), ac wedi ymgyngori, yn unol ag adran 16(1) y cyfeiriwyd ati uchod, â chynrychiolwyr y buddiannau hynny a ymddengys i'r Cynulliad Cenedlaethol yn berthnasol, mae'r Cynulliad Cenedlaethol yn gwneud y Gorchymyn canlynol :

1964 p.14; diwygiwyd adran 16 gan Ddeddf Y Cymunedau Ewropeaidd 1972 (p.68) adran 4(1), Atodlen 4, paragraffau 5(1), (2) a (3).

Yn rhinwedd Gorchymyn Trosglwyddo Swyddogaethau (Cymru) (Rhif 1) 1978 (O.S. 1978/272), trosglwyddwyd swyddogaethau'r Gweinidog dros Amaeth, Pysgodfeydd a Bwyd o dan Ddeddf Hadau a Isrywogaethau Planhigion 1964, i'r graddau yr oeddent yn arferadwy mewn perthynas â Chymru, i'r Ysgrifennydd Gwladol. Yna, trosglwyddwyd swyddogaethau'r Ysgrifennydd Gwladol i Gynulliad Cenedlaethol Cymru gan Orchymyn Cynulliad Cenedlaethol Cymru (Trosglwyddo Swyddogaethau) 1999 (O.S. 1999/672).
