Drwy arfer y pwerau a roddwyd i'r Ysgrifennydd Gwladol gan Adran 218(1)(aa) o Ddeddf Diwygio Addysg 1988(1) ac a freiniwyd bellach yng Nghynulliad Cenedlaethol Cymru(2) mae Cynulliad Cenedlaethol Cymru yn gwneud y Rheoliadau canlynol:
