Mae'r Rheoliadau hyn yn pennu'r wybodaeth am wariant yr awdurdodau addysg lleol (AALl) ar addysg y mae'n rhaid ei chynnwys mewn datganiad (y cyfeirir ato yn y rheoliadau fel “datganiad alldro”) y mae'n ofynnol i bob AALl ei baratoi ar ôl diwedd pob blwyddyn ariannol o dan adran 52(2) o Ddeddf Safonau a Fframwaith Ysgolion 1998 (rheoliad 5).
