The Uttlesford (Electoral Changes) Order 2024

Coming into force in accordance with article 1(2), (3) and (4)

Under section 92(2) of the Local Government and Public Involvement in Health Act 20071, Uttlesford District Council (“the Council”) made recommendations in a review to the Local Government Boundary Commission for England2 for the related alteration of the boundaries between two county electoral divisions and between two district wards within the Council’s area.

The Local Government Boundary Commission for England has decided to give effect to the recommendations and makes the following Order in exercise of the power conferred by section 92(3) of that Act.

Citation, commencement, extent and application1

This Order may be cited as the Uttlesford (Electoral Changes) Order 2024.

This article comes into force on the day after the day on which this Order is made.

Article 2 comes into force—

a

for the purpose of proceedings preliminary or relating to the election of councillors, on the day after the day on which this Order is made;

b

for all other purposes, on the ordinary day of election of councillors in England3 in 2025.

Article 3 comes into force—

a

for the purpose of proceedings preliminary or relating to the election of councillors, on 15th October 2026;

b

for all other purposes, on the ordinary day of election of councillors in England in 2027.

This Order extends to England and Wales but applies in relation to England only.

Alteration of county electoral division boundaries2

The area that ceases to be part of the parish of Sewards End and becomes part of the parish of Saffron Walden by virtue of the District of Uttlesford (Reorganisation of Community Governance) Order 20234 ceases to be part of the Thaxted county electoral division and and becomes part of the Saffron Walden county electoral division.

Alteration of district ward boundaries3

The area that ceases to be part of the parish of Sewards End and becomes part of the parish of Saffron Walden by virtue of the District of Uttlesford (Reorganisation of Community Governance) Order 2023 ceases to be part of the Ashdon district ward and becomes part of the Saffron Walden Shire district ward.

EXPLANATORY NOTE

(This note is not part of the Order)

This Order gives effect to recommendations made by Uttlesford District Council (“the Council”) to the Local Government Boundary Commission for England for related alterations to the boundaries between two county electoral divisions and between two district wards within the Council’s area.

The alterations are a consequence of changes to parish boundaries and warding arrangements under the District of Uttlesford (Reorganisation of Community Governance) Order 2023, which was made by the Council under powers including section 86 of the Local Government and Public Involvement in Health Act 2007 (c. 28). A hard copy of that Order is available for inspection at reasonable times at the offices of Uttlesford District Council, Council Offices, London Road, Saffron Walden CB11 4ER.

The changes described in article 2 (in relation to county electoral divisions) apply in respect of elections to be held on and after the ordinary day of election of councillors in England in 2025. The changes described in article 3 (in relation to district wards) apply in respect of elections to be held on and after the ordinary day of election of councillors in England in 2027.

A full impact assessment has not been produced for this instrument as no impact on the private, voluntary or public sectors is foreseen.
