Not later than 21 days after the coming into force of this Order, the shadow executive must form a team of officers (“the Implementation Team”) for the purposes of assisting it and, if so required by the shadow authority, that authority.

The members of the Implementation Team are to comprise officers from the county council and each of the district councils.

The leader of the Implementation Team is to be the Chief Executive of the county council.

The deputy leader of the Implementation Team is to be an officer of one of the district councils.
