In order to ensure the correct and transparent application of this Article:

a

the appropriate authority F1in England, Wales or Scotland may make regulations laying down the conditions for the application of paragraph 1 of this Article;

b

the Secretary of State may make regulations laying down the conditions for the application of paragraphs 2 and 3 of this Article, as well as the conditions for the holding, circulation and use of the products obtained from the experimental practices referred to in paragraph 3 of this Article.
