Regulation 4 (scope) is amended as follows.

In paragraph (1)—
a
after “train services” insert “in Great Britain”;
b
omit “and are established or to be established in an EEA State”.

In paragraph (3)—
a
in sub-paragraph (a), omit “including a cross-border conurbation,”;
b
in sub-paragraph (b), omit “, including a cross-border region”.
