14. It is directed that section 244 (saving of transfer of certain powers under local Acts from Treasury to the Secretary of State) of the Local Government Act 1972(1) applies as if subsection (2) were omitted in relation to the exercise of functions under subsection (1) by the Welsh Ministers.
