In Schedule 9 (bye-laws by railway operators) in paragraph 1—
a
in sub-paragraph (1) in the definition of “appropriate national authority” after paragraph (b) omit “and” and insert—
ba
where the relevant assets by reference to which the bye-laws are or were made are all Welsh assets, the Welsh Ministers; and
b
after sub-paragraph (2) insert—

In sub-paragraph (1) “Welsh asset” has the meaning given by section 46(9).
