2.  In the following provisions of the House to House Collections Act 1939 M1 , for “Minister for the Cabinet Office” in each place substitute “ Secretary of State ”

(a) section 2(4) and (6) (appeal against refusal of licence);

(b) section 3 (exemptions);

(c) section 4(1) and (2) (regulations).
