5. The functions of the Secretary of State under sections 3 and 4 of the Parliamentary Constituencies Act 1986 M1 are to cease to be exercisable concurrently with the Chancellor of the Duchy and are instead to be exercisable concurrently with the Leader of the House of Commons.
