The Secretary of State is a Minister designated1 for the purposes of section 2(2) of the European Communities Act 19722 in relation to measures relating to maritime transport.
The Secretary of State, having consulted such bodies as appear to the Secretary of State representative of the interests concerned3, makes the following Regulations, in exercise of powers conferred by sections 5(1) and 12(3) of the Employment Agencies Act 19734 and section 2(2) of the European Communities Act 1972.
A draft of these Regulations was laid before Parliament in accordance with section 12(5)5 of the Employment Agencies Act 1973 and paragraph 2(2) of Schedule 2 to the European Communities Act 1972 and approved by a resolution of each House of Parliament.
