The Secretary of State, before making these Regulations, has consulted with the Scottish Ministers, the Welsh Ministers and the Department of the Environment in Northern Ireland, in accordance with section 28(4)(b) of the Climate Change Act 2008 (“the Act”)(1).

The Secretary of State, in exercise of the powers conferred by sections 26(2) and 27(3) and (4) of the Act, makes the following Regulations:

2008 c. 27; to which there are amendments not relevant to this S.I. See the definitions of “national authority” and “the relevant Northern Ireland department” in sections 95 and 96 of the Act.
