Coming into force
The Secretary of State, in exercise of the powers conferred by sections 89(3)1 and (4)2, 105(1), (2)(a)3, (2)(ee)4 and (3) of the Road Traffic Act 19885 and section 2(2) of the European Communities Act 19726, makes the following Regulations.
The Secretary of State is a Minister designated for the purposes of section 2(2) of the European Communities Act 1972 in relation to the licencing of drivers7.
The Secretary of State has consulted with relevant organisations as required by section 195(2) of the Road Traffic Act 1988.
