In exercise of the powers conferred by section 45(1) and (2) of the Transparency of Lobbying, Non-Party Campaigning and Trade Union Administration Act 2014(1), the Lord President of the Council makes the following Order:
1.—(1) This Order may be cited as the Transparency of Lobbying, Non-Party Campaigning and Trade Union Administration Act 2014 (Commencement and Transitional Provision No. 1) Order 2014.
(2) In this Order, “the Act” means the Transparency of Lobbying, Non-Party Campaigning and Trade Union Administration Act 2014.
2.—(1) The following provisions of the Act, so far as not already in force, come into force on 23rd May 2014–
(a)section 2 (meaning of consultant lobbying);
(b)section 3 (the Registrar of Consultant Lobbyists);
(c)section 21 (guidance);
(d)section 24 (regulations);
(e)section 25 (interpretation);
(f)section 26(11) and (12) (details to appear on election material);
(g)section 31 (extension of power to vary specified sums);
(h)section 32 (recognised third parties);
(i)section 38 (functions of Electoral Commission with respect to compliance);
(j)Schedule 1 (carrying on the business of consultant lobbying);
(k)Schedule 2 (the Registrar of Consultant Lobbyists).
(2) The following provisions of the Act come into force on 1st July 2014–
(a)section 36 (third party expenditure in respect of candidates);
(b)section 37 (candidate’s personal expenses not to count for local election expenses limit in England and Wales).
3. The provision commenced by article 2(2)(a) has no effect for the purposes of any election for which the notice of election was published before the coming into force of that provision.

This Order is the first commencement order made under the Transparency of Lobbying, Non-Party Campaigning and Trade Union Administration Act 2014 (c.4).
The provisions listed in article 2 come into force on the dates specified in that article.
The provisions in Part 1 being commenced in this Order allow for the appointment of the Registrar of Consultant Lobbyists, and enable the Registrar to establish the office. They also enable the Registrar to begin producing guidance in advance of the commencement of the other provisions of Part 1. Some of the provisions in Part 1 of the Act which are commenced in article 2 were commenced for certain purposes on Royal Assent, and are therefore commenced by this Order for remaining purposes.
2014 c.4. “The Minister” is defined for the purposes of section 45(1)(a) and (b) of the Act to include the Lord President of the Council.
