The Secretary of State makes these Regulations in exercise of the powers conferred by section 2(2) of the European Communities Act 1972(1) and sections 16(3), 54(10) and 60(1) of the Public Passenger Vehicles Act 1981(2).
The Secretary of State has been designated(3) for the purposes of section 2(2) in relation to the carriage of passengers and goods by road.
1972 c.68; section 2(2) has been amended by the Legislative and Regulatory Reform Act 2006 (c.51), section 27(1)(a); and by the European Union (Amendment) Act 2008 (c.7), Schedule, Part 1.
1981 c.14. Relevant amendments to the 1981 Act are footnoted by reference to the particular provision of that Act in relation to which the amendment is most relevant.
