The New Parks for People (England) Joint Scheme (Authorisation) Order 2013

The Secretary of State has received an application for her approval in respect of the New Parks for People (England) Joint Scheme by the bodies proposing to participate in that Scheme, namely the Big Lottery Fund and the National Heritage Memorial Fund;

The Secretary of State, in exercise of the powers conferred by paragraphs 2(1) and 3 of Schedule 3A to, the National Lottery etc Act 1993(1) hereby makes the following Order:

Citation, commencement and interpretation

1.—(1) This Order may be cited as the New Parks for People (England) Joint Scheme (Authorisation) Order 2013 and comes into force on 1st June 2013.

(2) In this Order—

“the New Scheme” means the joint scheme contained in the agreement entered into on 11th March 2013 between the Big Lottery Fund and the National Heritage Memorial Fund; and

“the Act” means the National Lottery etc Act 1993.

Authorisation of the New Scheme

2.—(1) The Secretary of State hereby authorises the New Scheme.

(2) The Schedule to this Order (which contains the particulars specified in paragraph 3 of Schedule 3A to the Act) has effect.

SCHEDULEParticulars of the New Scheme

1.  The nature and purposes of the New Scheme are to make grants to conserve existing parks and cemeteries so that local user groups have active involvement in their park or cemetery’s management and which—

(a)make a lasting difference for heritage, people and communities; or

(b)are connected with health, education or the environment.

2.  The New Scheme applies to England only.

3.  The maximum amount of money which may be distributed under section 25(1) of the Act in any year under the New Scheme is £50 million.

4.  The bodies participating in the New Scheme are the Big Lottery Fund and the National Heritage Memorial Fund.

5.  The money to be distributed under section 25(1) of the Act under the New Scheme is attributable to each of the participating bodies in the following proportions—

(a)as to the Big Lottery Fund, 33.33 per cent; and

(b)as to the National Heritage Memorial Fund, 66.67 per cent.

6.  The New Scheme will have effect from 1st June 2013 to 31st May 2025.

EXPLANATORY NOTE

(This note is not part of the Order)

This Order authorises the New Parks for People (England) Joint Scheme until 31st May 2025 (“the New Scheme”). The New Scheme is contained in an agreement entered into on 11 March 2013 between the Big Lottery Fund and the National Heritage Memorial Fund (operating under the name of Heritage Lottery Fund).

The Schedule sets out the specified matters in respect of the New Scheme, as required by paragraph 3 of Schedule 3A to the National Lottery etc Act 1993. Paragraph 5 of the Schedule to the Order provides that the proportion of money which may be distributed by the Big Lottery Fund is 33.33 per cent and by the National Heritage Memorial Fund is 66.67 per cent.
