Wherever under these Rules any person has to appoint a person to the office of energy administrator that person must, before making the appointment, be satisfied that the person appointed or to be appointed has security for the proper performance of the office of energy administrator.

In any energy supply company administration proceedings the cost of the energy administrator’s security shall be defrayed as an expense of the energy supply company administration.
