Coming into force in accordance with regulation 1

The Secretary of State makes the following Regulations in exercise of the powers conferred by sections 1 and 2 of the Education (Fees and Awards) Act 19831, sections 22 and 42(6) of the Teaching and Higher Education Act 19982 and sections 24 and 47 of the Higher Education Act 20043.
