The Secretary of State makes the following Regulations in exercise of the powers conferred by sections 2(3), 7(1) and (2), 71 and 71A of and paragraph 15 of Schedule 1 and Part 2 and paragraphs 1 and 2 of Part 3 of Schedule 13 to the Civil Aviation Act 1982().
In accordance with sections 71(2) and 71B of that Act, the Secretary of State has consulted with the Civil Aviation Authority and the trustees of the Air Travel Trust, and in accordance with paragraph 24(1) of Part 3 of Schedule 7 to the Tribunals, Courts and Enforcement Act 2007(), the Secretary of State has consulted with the Administrative Justice and Tribunals Council.
