The Learning and Skills Council for England (Strategy for Greater Manchester) Order 2010

The Secretary of State for Business, Innovation and Skills makes the following Order in exercise of the powers conferred by section 24A(1) of the Learning and Skills Act 2000(1).

Citation, commencement and interpretation

1.—(1) This Order may be cited as the Learning and Skills Council for England (Strategy for Greater Manchester) Order 2010 and comes into force on 4th March 2010.

(2) In this Order—

(3) “the Act” means the Learning and Skills Act 2000;

(4) “the Commission” means the Commission for the New Economy Limited (2);

(5) “the Council” means the Learning and Skills Council for England”;

(6) “Greater Manchester” means the metropolitan county of Greater Manchester.

Specified area and body

2.  For the purposes of section 24A(1) of the Act—

(a)Greater Manchester is specified as an area; and

(b)the Commission is specified as the body in relation to that area.

Specified functions of the Council

3.  For the purposes of section 24A(1) of the Act the specified functions of the Council are—

(a)the duty of the Council in section 3(1)(a) of the Act to secure the provision of reasonable facilities for education (other than higher education) suitable to the requirements of persons who have attained the age of 19;

(b)the duty of the Council in section 3(1)(b) of the Act to secure the provision of reasonable facilities for training suitable to the requirements of such persons;

(c)the power of the Council in section 12(6) of the Act to secure the provision of facilities for providing information, advice or guidance about education or training or connected matters (including employment).

EXPLANATORY NOTE

(This note is not part of the Order)

This Order specifies the Commission for the New Economy Limited as the body responsible for formulating and keeping under review a strategy for the area of Greater Manchester (regulation 2). The strategy must set out how the functions of the Learning and Skills Council for England specified in regulation 3 are to be carried out in that area.

An impact assessment of the effect that this instrument will have on the costs of business, the third sector and the public sector is available from the Department for Business, Innovation and Skills, Moorfoot, Sheffield S1 4PQ and is annexed to the Explanatory Memorandum which is available alongside this instrument on the OPSI website.
