This Order brings into force section 2(1) and (2), and section 5(1)(b), of the Identity Cards Act 2006 on 4th January 2010 in relation to any person to whom paragraph (2) of article 2 applies, except to the extent that those provisions are already in force in respect of such persons by virtue of commencement orders made before the date of this Order. These provisions relate to entries being made in the National Identity Register for persons who are entitled to be registered in that Register and who apply for an entry to be made, and how such an application may be made.
Article 2(2) applies to a British citizen who holds, or who has held at any time on or after 1st January 2009, a United Kingdom passport which shows he has such citizenship, and either the address of his place of residence is located in an area in England to which one of the postcodes listed in the Schedule corresponds, or is employed and his place of work is permanently or temporarily at premises located in an area in England to which one of the postcodes listed in the Schedule corresponds.
