These Regulations are made by the Secretary of State, being a Minister designated for the purposes of section 2(2) of the European Communities Act 1972 M1 in relation to information society services M2 and measures relating to television broadcasting M3 , in exercise of the powers conferred by section 2(2) of that Act.
