The Registrar General, in exercise of the powers conferred by sections 1(1), 9(2), 10(3), 10A(4), 14(5),15, and 39(6) of the Births and Deaths Registration Act 1953(7) as extended by section 26(3) of the Welsh Language Act 1993(8), and section 20 of the Registration Service Act 1953(9), with the approval of the Secretary of State, makes the following Regulations :
1953 c.20. Section 1 was amended by the Human Fertilisation and Embryology Act 2008, 2008 (c.22), section 56 and Schedule 6, paragraph 2.
Section 9(4) was amended by 2008 (c.22), section 56 and Schedule 6, paragraph 4.
Section 10 was amended by 2008 (c.22), section 56 and Schedule 6, paragraph 5.
Section 10A, introduced by section 25 of the Family Law Reform Act 1987 (c.42), was amended by 2008 (c. 22), section 56 and Schedule 6, paragraph 7.
Section 14 was amended by 2008 (c.22), section 56 and Schedule 6, paragraph 9.
The Registrar General with the approval of the Minister may make regulations prescribing anything which by the Act is required to be prescribed. Prescribed is defined in section 41 of the Act; Minister is also defined in section 41 and means the Secretary of State. The function of approving regulations was transferred to the Secretary of State for the Home Department by Article 3(1) and paragraph 6(b) of Schedule 1 to the Transfer of Functions (Registration) Order 2008 (S.I. 2008/678).
