The Secretary of State for Business, Innovation and Skills, in exercise of the powers conferred by sections 137, 145 and 210(7) of the Education Act 2002(1), makes the following Regulations.
2002 c.32; section 137 was amended by section 23 of the Further Education and Training Act 1997 (c. 25).
