The Secretary of State for Transport makes these Regulations in exercise of the powers conferred by sections 89(3), (4) and (5), 97(1) and 105(1), (2), (3) and (4) of the Road Traffic Act 1988 M1 and by virtue of the Department of Transport (Fees) Order 1988 M2 and the Department for Transport (Driver Licensing and Vehicle Registration Fees) Order 2003 M3 and with the approval of the Treasury M4 .

The Secretary of State for Transport has consulted with representative organisations in accordance with section 195(2) of the Road Traffic Act 1988.
