Preliminary and incidental matters E+W

4.  As regards matters preliminary or incidental to an application or reference, the [F1 President] may, at any time up to the hearing of an application or reference by the Tribunal, exercise the powers of the Tribunal under rules 5, 6, 10, 12, 13, 14, 15, 16, 17, 21, 22, 26, 28 and 29.
