Coming into force in accordance with regulation 1
The Secretary of State and the Welsh Ministers have been designated(1) for the purposes of section 2(2) of the European Communities Act 1972(2) in relation to measures relating to water resources.
The Secretary of State in relation to England and Scotland(3) and the Welsh Ministers in relation to Wales make the following Regulations, in exercise of the powers conferred by that section:
S.I. 2003/2901. By virtue of section 162 of, and paragraph 30 of Schedule 11 to, the Government of Wales Act 2006 (c. 32), functions conferred on the National Assembly for Wales are now exercisable by the Welsh Ministers.
The power of the Secretary of State to make regulations in relation to matters as regards Scotland is preserved by section 57(1) of the Scotland Act 1998 (c. 46).
