4.  The following Regulations are revoked insofar as they apply to England—

(a) the Plant Passport (Plant Health Fees) (England and Wales) Regulations 1993(1); and

(b) the Plant Passport (Plant Health Fees) (England and Wales) (Amendment) Regulations 1997(2).
