This Statutory Instrument has been made in consequence of defects in S.I. 2006/2916 and is being issued free of charge to all known recipients of that Statutory Instrument.

The Secretary of State makes the following Regulations in exercise of the powers conferred on him by section 11 of the Consumer Protection Act 1987(1).
In accordance with section 11(5) of that Act he has consulted such organisations as appear to him to be representative of interests substantially affected by these Regulations, such other persons as he considers appropriate and the Health and Safety Commission.
Explanatory Memorandum sets out a brief statement of the purpose of a Statutory Instrument and provides information about its policy objective and policy implications. They aim to make the Statutory Instrument accessible to readers who are not legally qualified and accompany any Statutory Instrument or Draft Statutory Instrument laid before Parliament from June 2004 onwards.
