The Registrar General, in exercise of the powers conferred by sections 6, 20 and 21 of the Registration Service Act 1953(1), with the approval of the Chancellor of the Exchequer(2), makes the following Regulations:

1953 c.37: section 6 was amended by the Local Government Act 1972 , section 251, schedule 29 and the Statistics and Registration Service Act 2007, sections 70(1), (2)(a), 73, Schedule 4, Part 2 and section (2)(i).(d). Section 20 was amended by the Local Government Act 1972, section 251, Schedule 29.

The approval of “the Minister” is required by section 20 of the Registration Service Act 1953. The function of approving regulations was transferred to the Chancellor of Exchequer by article 3(1) of and paragraph 9 of Schedule 1 to the Transfer of Functions (Registration and Statistics) Order 1996 (S.I. 1996/273).
