3. Any person who is engaged or employed by a local education authority before 8th February 2007 is to be treated as having been appointed as a school improvement partner where—
(a)he is appointed, in relation to any school or schools, for the purposes of providing advice to the governing body and head teacher of the school with a view to improving standards at the school; and
(b)he is for the time being accredited for those purposes by the Secretary of State, or the National College for School Leadership(1).
The National College for School Leadership is a company limited by guarantee, company number 04014904.
