The Secretary of State for Education and Skills has consulted the General Teaching Council for England in accordance with section 42(9) of the Teaching and Higher Education Act 19981 and, in exercise of the powers conferred by sections 4(2)(ba), 4A and 42(6) of that Act, makes the following Regulations:
