3. The following are specified as purposes for which grant may be given additional to those mentioned in subsection (2)(a) to (e) of section 27A of the Housing Act 1996 (grants to bodies other than registered social landlords)—
(a)managing public sector or former public sector housing where those managing are the occupiers of that housing;
(b)facilitating or encouraging improvements in, or providing services in connection with, the management of such housing;
(c)providing educational or training courses in housing management to occupiers of such housing;
(d)providing services for those providing such courses;
(e)providing financial or other assistance for those attending such courses.
