3. Where a person has made an application under paragraph 3(1) or (2), 4(1) or (2), or 7(4) of Schedule 4 to the Representation of the People Act 2000(1) prior to 31 December 2006 that has not been determined on or before 31 December 2006, the registration officer must not grant the application unless the applicant has provided to the registration officer a specimen of their signature and their date of birth.
