The Secretary of State makes the following Regulations under the powers conferred on him by sections 15(1) and 86(1) of the Weights and Measures Act 1985(1).
1.—(1) These Regulations may be cited as the Measuring Equipment (Liquid Fuel and Lubricants) (Amendment) Regulations 2006 and shall come into force on 30th October 2006.
(2) These Regulations extend to Great Britain.
2. The Measuring Equipment (Liquid Fuel and Lubricants) Regulations 1995(2) are amended by substituting for regulation 6A the following regulation—
6A. Measuring equipment for use for trade shall be marked in a manner which is sufficiently clear to enable the buyer to identify the product which that equipment delivers, but this regulation shall not apply where the equipment is used in the absence of the buyer. ”.

These Regulations amend the Measuring Equipment (Liquid Fuel and Lubricants) Regulations 1995 (S.I. 1995/1014), as amended. The requirement in those Regulations to label measuring equipment with the appropriate British Standard is replaced by an obligation to label such equipment clearly to enable the buyer to identify the product that the equipment delivers. This obligation does not arise where measuring equipment is used in the absence of the buyer.
A Regulatory Impact Assessment (RIA) in respect of these Regulations has not been produced as the change is deregulatory and imposes a similar labelling requirement as in the Measuring Instruments (Liquid Fuel and Lubricants) Regulations 2006 (S.I. 2006/1266). An RIA for those Regulations was produced and copies can be obtained from the National Weights and Measures Laboratory, Stanton Avenue, Teddington, Middlesex TW11 OJZ or from its website at www.nwml.gov.uk. Copies have been placed in the libraries of both Houses of Parliament.
