These Regulations, which apply in England only, are made in accordance with Article 3 of Commission Regulation (EC) No 1954/2005 (O.J. No L 314, 30.11.2005, p. 10) (“the Commission Regulation”). They disapply Article 1 of the Commission Regulation with regard to payments to be made in respect of the year 2005 under the Single Payment Scheme and various other aid schemes established in Council Regulation (EC) No 1782/2003 (O.J. No L 270, 21.10.2003, p. 1). The effect of this is that payments under these schemes in respect of the year 2005 are to be made in accordance with Commission Regulation (EC) No 796/2004 (O.J. No L 141, 30.4.2004, p. 18) as if it had not been amended by Article 1 of the Commission Regulation.
A full regulatory impact assessment has not been produced for these Regulations as they have no impact on the costs of business.
