Whereas a draft of this Order has been laid before, and approved by a resolution of, each House of Parliament pursuant to sections 55(7B) and 57A(3) of the Railways Act 19931;

Now, therefore, the Secretary of State, in exercise of the powers conferred upon him by sections 55(7B) and 57A(3) of the Railways Act 1993, hereby makes the following Order:
