11. The Secretary of State shall for the purposes of the trading schemes establish and maintain one or more registries in which there shall be recorded—
(a)allocations;
(b)adjustments of allocations;
(c)trades;
(d)transfers;
(e)withdrawals; and
(f)surrenders
of allowances.
