Prior to each meeting of the Registration Appeals Committee or the Fitness to Practise Committee, an officer of the Council (other than the registrar) nominated by the Council for the purpose shall select from amongst the persons whose names are entered in the list maintained under rule 28 the requisite number of persons to serve as members of the Committee at that meeting.

In selecting persons under paragraph (1) the officer shall–
a
ensure that the membership of the meeting of the Committee complies with the applicable requirements of these Rules;
b
ensure that no person sits as a member of the Committee for the hearing of any case if he has previously sat as a member of a Committee that has considered that case, or has adjudicated on it elsewhere in any other capacity; and
c
have regard to the availability and reasonable convenience of those persons whose names are entered in the list maintained under rule 28.
