Whereas a draft of these Regulations has been laid before Parliament for a period of forty days pursuant to section 6 of the Statutory Instruments Act 1946(1), and that period has expired without either House resolving that the Regulations be not made. Now, therefore, the Secretary of State, in exercise of the powers conferred by section 2(1) of the Parks Regulation (Amendment) Act 1926(2) and now vested in her(3) and by section 62 of the Road Traffic Regulation Act 1984 (4), hereby makes the following Regulations:
1. These Regulations may be cited as the Greenwich Park, Hyde Park and The Regent’s Park (Vehicle Parking) (Amendment) Regulations 2004 and shall come into force on 10th May 2004.
2.—(1) The Greenwich Park (Vehicle Parking) Regulations 2000(5) shall be amended in accordance with the following provisions of this regulation.
(2) For regulation 5 substitute the following regulation —
“5. The charge for a parking ticket shall be 25 pence for every fifteen minutes or part thereof.”
(3) For paragraph (1) of regulation 6 substitute the following paragraph —
“An excess charge of £50 shall be payable, in accordance with paragraph (2), in respect of any vehicle which is allowed to remain parked in contravention of regulation 3 or 4.”
3.—(1) The Hyde Park and The Regent’s Park (Vehicle Parking) Regulations 1995(6) shall be amended in accordance with the following provisions of this regulation.
(2) For regulation 6 substitute the following regulation —
“6. The charge for a parking ticket shall be—
(a)for parking in Hyde Park or The Regent’s Park on a Sunday or holiday, 30 pence for every fifteen minutes or part thereof;
(b)for parking in Hyde Park or The Regent’s Park on any other day, 50 pence for every 15 minutes or part thereof.”
(3) For paragraph (1) of regulation 7 substitute the following paragraph —
“An excess charge of £50 shall be payable, in accordance with paragraph (2), in respect of any vehicle which is allowed to remain parked in contravention of regulation 3 or 4.”

These Regulations amend the Greenwich Park (Vehicle Parking) Regulations 2000 and the Hyde Park and The Regent’s Park (Vehicle Parking) Regulations 1995.
The Greenwich Park (Vehicle Parking) Regulations 2000 are amended so as to increase the parking charges from 1 pence for every minute or part thereof (subject to a minimum charge of 20 pence) to 25 pence for every fifteen minutes or part thereof (regulation 2(2)).
The Hyde Park and The Regent’s Park (Vehicle Parking) Regulations 1995 (as amended by the Hyde Park and The Regent’s Park (Vehicle Parking) Regulations 1999), are amended so as to increase the parking charges from 25 pence to 30 pence for every fifteen minutes or part thereof on a Sunday or bank or public holiday, and from 5 pence for every 2 minutes or part thereof to 50 pence for every fifteen minutes or part thereof on a weekday (regulation 3(2)).
In addition, the excess charge in the case of both original sets of Regulations, in respect of vehicles parked in the Parks to which they apply for more than 4 continuous hours or vehicles which do not display a valid parking ticket where required to do so, is increased from £30 to £50 (regulations 2(3) and 3(3)).
