This Order brings into force on the 25th April 2004 all the provisions of section 2 of the Sustainable Energy Act 2003 (“the Act”) for England and Wales. This section relates to residential accommodation in England (section 3 contains mirror provisions for residential accommodation in Wales).
Section 2 of the Act requires the Secretary of State to designate an energy efficiency aim relating to the energy efficiency of residential accommodation in England within 1 week of the section coming into force. Such aim must be compatible with Community and any other international obligations of the United Kingdom.
Once an aim is designated, the Secretary of State must take reasonable steps to achieve that aim. Steps to be considered should relate to the heating, cooling, ventilation, lighting and insulation of such residential accommodation.
The first energy efficiency aim is intended to be designated by the Secretary of State in Command Paper 6168, ‘Energy Efficiency: The Government’s Plan for Action' on the 26th April 2004. The energy efficiency aim will also be published in this Paper.
