Publication of operators subject to penalties30
As soon as possible after the expiry of the period of 4 months after the end of each scheme year of each phase referred to in regulation 18(2), the appropriate authority shall publish a list of the names of operators who are liable to a civil penalty under regulation 33 or 34.
